Activating a New Ward, Reporting a New Bishop

Our stake will soon be presenting boundary changes, including the creation of a new ward, to the members for a sustaining vote. Here are some of the instructions I've received for what to do afterwards:

(1) "The ordination and setting apart of the new bishop are to be reported using Leader and Clerk Resources (LCR)." (Bishop Approval Letter)

(2) "Because you created a new ward as part of this proposal, follow the instructions in the approval letter to set apart your new bishop. You will then report the ordination information to Church headquarters. This information will be entered, which will activate the new units." (Boundary Proposal FAQ)

(3) "Once the approved changes have occurred, please contact Church Headquarters by calling [...] or email [...]." (Boundary Proposal Letter)

I know that I can record the ordination and setting apart of a new bishop in an existing ward on LCR by going to Organizations > Callings > Callings by Organization > Bishopric and then editing the Bishop. But Instruction (2) seems to say that the ward won't exist at the time the bishop ordination is reported.

Will the phone call or email referred to in Instruction (3) perhaps activate the new unit? Do some of these Instructions supersede others?

I don't know for sure, but my guess is that (1) is superseded by (2) and (3). So, if I'm understanding correctly, you should follow the instructions in the Bishop Approval Letter for setting apart the new bishop, then you would call or email Church headquarters and they will enter everything in and activate the unit.

That is exactly what happens. Once the new bishop is (ordained and) set apart, notify Church headquarters. The new ward will then be activated and everything else will start falling into place.

We have faxed in the new bishop form. We have also scanned it to a PDF file and attached it to an email to send to notify headquarters.
