Assigning VT for YW under 18

Assigning VT for YW under 18
I am having a problem assigning a couple of newly graduated laurels as a visiting teacher or to be visited. They are not 18 yet so I manually switched them to Relief Society, but they still are not showing up.

18 year old YW moved to Laurels but still on visiting teaching list

Thank you. I will be patient. I really enjoy having access to visiting teaching from home. It makes it so much easier to make changes. Thank you for all the work behind this change!
