Home Teaching - Visits to Unassigned Households

What does this number represent? Example Feb-24, March-27, April-28. The Stake President asked for a list of who these are that are Unassigned Households. He received "Households not assigned to be Home Taught" High Priest list shows 10, Elders list shows 2, Total of 12. How do we account for the other 16 to get to the 28? We must be missing something. Thanks for any assistance.

The number of unassigned households is captured early in the month. If you assigned those families home teachers during the month, they would have been captured in the number of unassigned households but are now not on the list of households not assigned to be home taught.
