Moving a member's record from HP to EQ

How do I move a new member record from the HP quorum to the EQ quorum?
As a ward clerk, I can: Login to lds.org; go to Leader & Clerk Resources; Find the individual that I want to reassign; Click the "Callings/Classes" tab; Edit the Class Assignment; and Save
According to the "Access Table", Melchizedek Priesthood and Auxiliary Presidencies may also Edit Member Class Assignments.
