Question on the "Send Message"

We have a question on the "Send Message" under the "Applications". It seems that if the member set the privacy for the email to 'Private' (Leadership only), the message cannot be sent to that particular member (even if the sender is the Bishop). Is it possible to allow the Bishopric to send the message to those members as well? Thanks in advance.

Your analysis is correct. Currently it's only possible to send email using the "Send Message" feature to members who have their email privacy set to "Stake."
Many people have complained about this restriction, which seems to make little sense when the message is being sent by a leader who has access to the email addresses in question.
