At the stake level, we have not started using this form at lds.org because the high council does not sort properly. It sorts by first name instead of last name.

Is there anything in work to fix this? It was reported a long time ago.

I suppose that technically it meets the requirement of "alphabetical order", but not the alphabetical order to be expected.
