Report of Church Disciplinary Action

I think the Report of Church Disciplinary Action online form should be changed. The "details and circumstances" block should be the largest of the three blocks. I would also like to upload witness testimonies separately. The "decision letter" probably does not need to be 14000 characters.
This is what the three blocks on the online form look like:
Details and circumstances surrounding the misconduct and evidence of repentance, including the testimony given by the person, witnesses and priesthood leaders (Remaining characters:7000)
Important considerations leading to council's decision (Remaining characters:3500)
