Handbook 2: 10.1.5 says "A young woman normally advances into Relief Society on her 18th birthday or in the coming year."
This becomes a problem for the Leadership portal, because it should follow MLS's grouping and not blindly go with the 18th birthday. Otherwise there will be a disconnect between MLS's reports and the Leadership portal.
