The LDS.org "Tools" menu has changed. To access the Clerk Resources application, use the shortcut "clerk.lds.org". If you're logged in, you can click on your name to get a menu of applications (similar to the Tools menu of yesteryear). Clerk Resources should be in the list (if you have access).
Not all pages in LDS.org have the new "header" layout/style yet. You'll still see the old Tools menu, style, etc. on other pages until the new one is adopted globally.

Should a STS have access? Or are there no resources for a STS on clerks?
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
