Name Removal Access for Ward Clerk

Can somebody please explain why the Ward Clerk cannot enter a Name Removal request then send it electronically to Bishop for Notes then forward to Stake.
I can do Disciplinary actions but cannot do a simple name removal request even though I am the one that does the research and has to make sure all information is correct for audit purposes?

I think this is one area that should be opened to the Ward Clerk as an administrative action

What are your thoughts on this???

The Church Handbook 1, section 6.14 was the source and the reason we were told to only allow bishops or stake presidents to access this functionality.
