Member Visibility Controls

We are having some problems with members inadvertently changing the visibility of their information as they explore on LDS.org. We know we can help them correct the problem, but it would be very helpful if there was a table available that details who can see/change what settings depending on their current calling. For example: We recently had a problem at the ward level and could not see a member of the High Council because he had set his family visibility to "Private - Leaders Only". Stake Leaders could see him listed with the other members of the High Council but our ward members including ward leadership saw only eleven members of the High Council.
