In attempting to post photos to a Household acct. there is no View/Edit at the top of the acct. How are they entered?

Most likely you don't have rights to add the photos to that Household. This may happen if you are the "child" of that household or if you are not yet 18.

A clerk or website admin should be able to add it for you.

Your calling does not give you rights to edit any households except your own. Your clerk or a member of your bishopric can make those changes.
