I should have report this at the Directory, but no permission. Contact information of missionaries serving in and from my ward are not always reflecting, it come and goes base on there transfers. Is that an error, mistake or willful and programmed act?

It's up to the mission office to update things on their end. Nothing there is under control of the ward or stake.
