Any photo uploaded must be approved by an administrator before it will be displayed in the Directory for anyone outside the household viewing the Directory or LDS Tools. Once the photo is approved and you sync LDS Tools the uploaded photo will appear as it should in LDS Tools.

The different versions of LDS Tools (iOS, android, etc.) behave differently. In the Directory and, if I recall correctly, at least one version of LDS Tools the uploaded photos are immediately available to be viewed by all members of the household. But the uploaded photo is not available to anyone outside that household until approved by an administrator in the online Directory.

You may need to contact an administrator (clerk, executive secretary, or member of bishopric) to have them go to the online Directory and approve the photo you uploaded.
