I am unable to post a photo. I click on the "add photo" line and it comes up with a partial box of instructions which will not open fully.

Which browser are you using? If you try to upload a photo using Firefox, you'll see a message telling you that "Firefox is not currently supported for image uploads."

If you're using a supported browser, then you'll see a popup message that explains the policies about photo uploads. It should have two buttons at the bottom: Continue and Cancel.

If you can't see all of that popup, then perhaps it is because your browser is zoomed. You can return it to the default zoom by pressing Ctrl+0 (that's a zero) on Windows, or Cmd+0 on a Mac.

Good catch – I would've never thought of checking the zoom!
