Uploading Photo's to directory

In a YSA ward the photo's in the directory are very important to help the Bishopric identify the members of the ward.
We have called a few members to take photos but they haven't been able to upload anyone elses pictures other than their own.
Is there some other permission besides being called as a "Website Administrator"?

No, that's the only permission they need. Just make sure that they indeed have the STANDARD calling of "Website Administrator" (custom callings confer no privileges at all). And note that after the calling is entered in MLS and transmitted, it still can take a day or so for the permissions to be granted.

You may also want to review just what rights "Website Administrator" confers on the individual. For example, it includes administrator rights to the calendar, newsletter, and Lesson Schedules. That may be a lot more privileges then you wish to hand out to those individuals.
