I'm not advocating printing 200 copies and leaving them by the door, but I think someone needs to print a directory for some members.
Beats me. Ask the Membership Department. Meanwhile, we have to follow the handbook.

Individuals probably can log into lds.org and print a directory for their non-computing friends, because they are not covered by the requirements of Section 21.1.15.

We print them an abbreviated directory from MLS when they ask for an update. [The second sentence of my post has been redacted by myself in my role as a Forum Moderator.]

Carefully reading Handbook 2:21:1:15, there maybe a question about the difference between "printed" and "published". Those instructions only apply to "published".

In my mind "published" suggests a broad distribution.

Not sure if that distinction is meaningful. In any case, this thread is about broad distribution. From the original post:
Wards and Stakes often create membership lists for their members and distribute those lists to the general membership of a ward or stake.
