Organization List are filtered incorrectly

Organization List are filtered incorrectly
when trying to send an email to a group from the directory page, I tried sending an email to a our Priest Quorum, I noticed some of the YM who are 16 but not ordained Priests are not showing up in the list. Instead, they show up with the Teachers quorum. I'm assuming the filtering is done by Priesthood ordination vs. their age. Can this be changed to filter by age?

If a Young Man is 16 but isn't a priest yet he still belongs in the teachers quorum. While he could probably be included in some priests' activities, he is still under the stewardship of the teachers quorum president who holds the keys for all of the teachers in the ward. Hopefully he would be advanced to the office of priest soon...
