I have been called to serve in the Utah-Salt Lake Mission as a Part-time Missionary the Ward MSL program doesn't have the way to put me and my companion as Part-Missionaries Why?

Likely your official calling is a Service Missionary - Your clerk can create a position in MLS however the clerk wants to record your new calling. It will need to be created first and then you can be assigned to it.
