Can't create rooms in a location

Is there a way for building schedulers/administrators to create a room in a location, or has that capability been disabled?

This problem has already been reported in the thread Building Scheduler cannot modify locations.
Questions that can benefit the larger community should be asked in a public forum, not a private message.
