Timezone incorrect on new.lds.org calendar

The iCal format is in UTC format. As far as I can tell, it's correct. There are a couple of things you may need to check: First check the clock and timezone settings on the PC. Secondly, you may need a Stake Default Admin to check what timezone is set for the various locations in your stake.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
