Private calendar not sending email notifications

I can't get the email notifications to work on a private calendar. I tested with a bunch of different events on another calendar with reminder email set at 5 minutes, 1 hour, 23 hours, and 1 day. None of them sent out emails. If I choose the "Now" option, it sends an email to all participants. I tried repeating and non-repeating events.
Ideally I want to have a repeating event on a private calendar and have the system send out a reminder email 24 hours before each occurrence.
I did not test with a public "Entire Ward" calendar because I did not want to send out test emails to the entire ward.
