Recent Ward Events Not Visible To Other Wards

Are any other wards unable to see ward events scheduled in other units? Or was a calendar policy or setting changed after April 2015 General Conference??
Last year, event visibility policies were finally changed in lds.org/church-calendar to allow units within the same stake to subscribe to each other's calendars. This is a requirement for units like mine that have shared youth and scouting programs between multiple units for leader planning. The new policy worked great up until a couple weeks ago, where 1 unit would schedule an event on their calendar and other wards were able to view them. Now, new events scheduled on the same calendar, same subscriptions, same visibility can no longer be viewed by other units.
I have checked with the ward clerk of the other unit and stake clerk. Nothing changed with the local unit calendar settings and the stake clerk is also unable to see the new events.
Ward leaders do not want to go back to creating stake level calendars. This option creates stale duplication and when ward leaders change, permissions for authorizing people to schedule events on stake calendars can never keep up. Ward leaders and parents much prefer for ward-level subscriptions to have inter-unit event visibility within a stake.
