Event shows in header, not actual time slot

We have the following event on our calendar:
But this is how is shows in the weekly calendar view (and similarly in the weekly location view); it does not show in its actual time block but rather in the header, as if it were all all-day or multiple day event. It appears the building is available during that time. Anyone know why?
