Ward leaders - denied access

Some of our ward leaders cannot add events or schedule our building on the calendar site.
Our Ward Mission leader, Relief Society Pres & Elder's Quorum Pres to name a few. They all have LDS.org accounts and they are recognized after they sign in correct in their callings.
Who in our stake can change or add their access rights to add items/events to the calendar?

No one in the stake can provide access. At best they can provide training.

I suggest you review Rights and roles and Creating calendars.

Might it might go better if the default admins (the ward bishopric) figure out who is going to do this and set it up.

They must be added as editors to the calendar layer in order to add events on a specific calendar layer. The scheduling of the building happens during the process of adding the event.

Any Calendar administrator can add editors to calendar layers. Bishopric, Ward Clerks, Exc Sec are all calendar administrators by default.

Which only means they are in the MLS system correctly using a standard calling.

If its access to the stake calendars it would be one of the Stake Calendar Administrators.

If its access to the ward calendars it would be one of the ward calendar administrators.

In both cases the Clerk would be the best person to contact.
