For a member without any special privileges, how do they find out who the building scheduler is if the member does not reside in their ward?

In the lower left of the page is a box titled Locations. Click the black down arrow to the right of the location you want to find a building scheduler and click "Contact building scheduler" in the pop-up.

Something to be aware of a Building Scheduler cannot help you schedule an event for the building, only a calendar editor can schedule an event.

Depending what you want to do you may be better off by contacting a calendar editor in your ward to help you schedule the event.

Yes, it has. The locations are now on the upper side of the left hand panel. Simply click on the name of a location to see information about the location including the building scheduler.
