Another thought: are you the "primary" building scheduler? I know I'm not.

At the time I did this testing, I was indeed the primary building scheduler.

Another failed theory... but keep them coming -- maybe one will eventually be right!

I am not the primary building scheduler either. I might have been unintentionally for one of them because I recall having issues getting it to change at one point. But by removing myself as a scheduler from any of them it would have automatically removed me as primary and made one of the other two schedulers the primary. If I am remembering correctly, that is exactly what I had to do a few months ago to get it to change the primary to the new scheduler I added.
