add more time zones

I am from Chile, but there is not an specific time zone for my country (UTC-4 Chile, Santiago), I can't use any longer UTC-4 America/halifax because we are in summer time and they are in winter. The main problem is when we tried to sync with lds tools for android, in this case every scheduling is one hour more than in lds.org
