I'm not quite sure what you mean by the term "hold". A reservation created for a unit purports to restrict other units from scheduling that resource during that time. A blocked reservation purports to stop all units from scheduling that resource during that time. A building scheduler has the power to override either kind of reservation with an event that uses that resource during that time.
Because of that power that the building scheduler has, he can create an event on top of a reservation, or a reservation on top of an event -- the order doesn't matter. I think you'll agree that a building scheduler should be able to schedule an event on top of a reservation, so the reverse order should also work.

No, it's simple to schedule a location -- just create an event that uses that location. It seems that you are trying to use reservations to book a location, which is never a good idea. They should only be used to restrict other units from scheduling events using the specified resource at the specified time.

There's already a mechanism for viewing events taking place in a particular building that is available to everyone (not just building schedulers). See
View Events by Location.

I think you'll find that if you use reservations only to restrict other units from scheduling a location/room, they are actually very useful. I for one think removing that feature would make it worse, not better.
