Scripture Study App with Verse by Verse Commentary

I need a serious LDS mobile app developer. I am working on a project to create a scripture app with the following capabilities:
-The look and feel of printed scriptures but with linking capability.
-Click access to verse by verse commentary from faithful lds scholars.
-Click access to the plethora of scripture media (photos, video, maps), but linked to each verse.
-The ability to pull up the scanned pages of original manuscripts (BofM, D&C in particular).
-Feature rich marking and note-taking capabilities.
-Syncing to multiple devices and possibly to a web-based platform.
