Quality of file when downloading videos in Bible Videos

Hi all - I've noticed some inconsistencies in the quality of videos that you download within the Bible Videos app on an iPad Air. Some videos tend to download at 480p quality while others at 720p. For example the video Jesus Heals A Woman of Faith will only download at 480p while the video Jesus Declares He Is The Messiah will download at at least 720p.
Is there any rhyme or reason to this? Does the app have a trigger it looks at to determine at what quality it will allow the user to download at?
