Family Proclamation Sync Problems

I have been directing my studies of late toward "The Family: A Proclamation to the World." I have been using scripture links, comments, and comment titles to help me. When I go to sync Gospel Library, I keep getting an error that the app cannot sync. Double-checking with the lds.org website, I discovered that the app has synced my notes with my account...sort of. I checked over my notes in my account and found that what I have highlighted does not get quoted as does when I highlight a scripture or General Conference. I checked The Proclamation online and saw that none of my notes/links were available there. It is apparent that The Proclamation is formatted differently than other material. Has anyone else seen this? Is there a way to fix it?
