Notes on scriptures on an iPad

Do you have to highlight a scripture before you can add a note to your Gospel Library? I would like to add a note concerning a chapter in the D&C which relates to the chapter, not a specific verse. I don't want to highlight and mark the whole chapter. Can it be done?
