Why can I not see the April 2019 General conference available for download in the Gospel library?

You probably have an out of date version of GL. I suggest reading Supported Android versions for Gospel Library.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
