where is the data for open windows and reading history stored? is this something that can be used with a dropsync-type app so that each of my devices shows the same open windows, &c.?

User data is stored in an SQLite database in the app's private files. App files (for any app) aren't accessible unless you have a rooted device.

Thank you; Is that something that can change? I use LectureNotes as a note taking app and it makes the note files available so they can be synched and shared across devices.

That couldn't be changed without major updates to how the app stores and retrieves data. You could send feedback through the app with the ability to sync screens and history as a feature request.
