Indeed. The 8.1 version (v.2) is the same for phones and tablets/desktops, but it adjusts to screen size as its supposed to (an 8.1 "old style" universal application).

The new v4 app (still referred to as v3 in the current preview version) is written as a Windows 10 Universal Windows Platform (UWP) application and is being developed for Windows 10 and Windows 10 Mobile devices. We will also be able to tweak the UI so that it will also work on XBOX One and Microsoft HoloLens. Our focus, however, is tablet/desktop first, phone second. XBOX and HoloLens are nice to haves if we ever get comfortably far along enough in development to start ensuring the app runs well with a controller or gestures.
