WebVTT is what you're after, most likely. https://en.wikipedia.org/wiki/WebVTT

While it's still in its draft stage, it's already got pretty decent support. YouTube itself supports it.

Windows RT, Windows 8, Windows 8.1, and all versions of Windows Phone, are no longer supported. The current versions of the app on Windows are version 4.2.4.0 for non-beta, version 4.2.3.0 for beta, and 4.4.7.0 for preview (alpha). If the app is having issues launching after the W10 update, you might try resetting it via the Settings app in Windows 10.

I'm going to echo my post from a year ago that is right before yours: Please don't resurrect dead threads. If your device is capable of updating to the more recent version of Windows 10 (version 1803), I'd recommend giving that a shot. That your app isn't even getting the splash screen is a bit susp...
