The legacy version of Gospel Library for Windows (version 2.x) hasn't seen an update since July and no further updates are planned. This version of the app uses an older content source that is no longer supported by the Church.

There haven't been any other reports of this behavior, nor any similar to it. An app, especially a UWP app, should not be able to freeze a computer. If you can't even ctrl-alt-delete out of the app, this sounds more like failing or very low-quality hardware (like a low cache 5400rpm laptop drive, wh...

Gospel Library for Windows is only supported on devices running Windows 10 Anniversary Update and newer, though the app should still run on all versions of Windows 10. It sounds less like you want this for the notes feature (where this really would not work particularly well) and more for the journal entries feature. I'll pass the feedback along. This doesn't sound like the Windows app, as it doesn't have a related content pane. It also doesn't truncate the location text in D&C for the title bar or for links made to other locations in D&C.
