You don't need to access the LDS Account user profile to change the email address. Changing the email address in the LDS.org Directory will update the email address in the LDS Account profile.

Evidently you have a functioning account since you were able to sign into the forum. You can verify and edit your account profile after signing into your account at the LDS Account profile page.

This is not a bug. Changing an address is not a member available function. Only your ward clerk, assistant ward clerk, membership clerk, and bishopric can change the address. The two administrators are normally the bishop and the ward clerk. If you have either of these callings talk to the other to make you an administrator. If neither of you are administrators then follow russellhltn's suggestion.
