Hangouts is available for anyone to use, business or otherwise. Unless you purposely make it public, it will remain private and secure. It's my understanding that as long as you're still within the 1 hour run time, you can quit, make changes, and restart it as often as you like. Once the time limit is up, you'll have to schedule another event.

Your best option is to go to https://lds.org, and at the very bottom, click on the Feedback link and enter what you've noted above. They look at every feedback and appreciate learning about parts of their website that's misbehaving.

Yep. You'll need to contact the Global Service Center (GSC). Your ward clerk can get you the number. Be prepared, they will ask you some personal questions to establish your identity.
