Your options for capturing video and audio on a laptop are, unfortunately, pretty limited. We've found that a desktop PC with an Osprey 260e card is the best combination, both for Meetinghouse Webcast and for PVC. We have occasionally seen some issues when using Internet Explorer 10 with the current PVC portal. The fix, as you've discovered, is Firefox or Chrome, or earlier versions of IE.

We don't throttle the connection. There may be differences in the Internet traffic paths between normal speed tests and the CHQ speed test server.

One important thing to be aware of - you may have massive amounts of upload speed at your stake center / broadcast site, but if the receiving site doesn't have a matching download speed, the receiving site will exhaust its buffer and either freeze the video or you'll get nothing at all. HQ webcast product manager chiming in here... I've asked Viewcast (manufacturer of the Osprey card) multiple times if they are ever going to come out with an Osprey USB solution. They told me it's highly unlikely due to the limitations of USB. I wish they had one - definitely would make life easier....

It's unlikely that you'll run into the limit on receiving sites for webcast streams (over 200). So, unless you have a very high number of shut-ins, you should be fine allowing them to watch stake conference.
