lds.org sites did go down yesterday starting around 10:30am Mountain Time. It is not a localized issue to your building(s), so you should not have to do anything.

There are some positions that are given the "Employee Password Policy" even though they are not paid employees. Those positions include (but not limited to) a stake-called seminary instructor and Temple workers, because the LDS account username and password are used to access church system...

Most likely you created another account in the past that has your MRN attached to it. You can use the recovery method on the sign-in page and use your MRN to find out.
Duplicate accounts cannot be merged, but rather one of them can be deleted. You will need to be with the ward/branch clerk if/when you contact the GSC, as they will need to verify you before they can do anything.
